You don't get it for free; you'll just have to buy one - or buy something cheaper you can afford. Partyhats were from a one-time event, a while ago; no new partyhats are produced. Please note that if it were easy to make new partyhats, they wouldn't sell for a billion coins.
You don't get a partyhat for free. Do you really think anybody would pay 300-400 million if there were a way to get one for free? The answer above is wrong. There is only one place in Runescape where you can obtain one for free, and that's Falador party room. But the chances are .00000000000001 to 10000000000000000 because someone has to willing give up a party hat, and you still have to fight all the other people to get it. So it is almost impossible.
There is usually no way to obtain a rare item like a partyhat for free unless one of your friend's quit and give them to you. If that's not the case you will have to raise money and buy it yourself

no it is not possible u just have to work for your money then buy 1 or take a risk and buy it from a site which i do not recommend because the usually scam you and it is cheating and they never do it.

Of course, your question may have been interpreted wrong, since it is a bit ambiguous. Do you mean a Runescape account over level 70 that someone is willing to give away for free? Or do you mean a Runescape account over level 70 that is free to play (not members)?
