First, the pet must be part of your family. It cannot be a stray or anything. Once you select the house you wish to move into, it will give you options of which people to move. Your pet will be on the left side, so you click it and press the arrow near the middle to move it to the right side. This moves it to the house you're moving into with you. Then you can hit done and your pet will come with you to your new house.
