you need a progam ( i think Nero Pro does it) Super DVD, Total Video Converter(good) ....etc. These programs have the capability of taking the video and making a snapshot of the frame and saves it to an image file(gif, jpeg).

∙ 14y agoHere is a way to make it a picture (as long as you have it uploaded on the computer):
# Play the video on full screen, and then pause it while it is still at full screen. # Then, follow either of the two bullet points below if you have a Mac or PC. * PC: Hit the 'print screen' button on your keyboard, then go into a photo editing program, click 'paste', and then save it so it can be a picture * Mac: Hold command, shift, and the number 4 all at the same time, and then let go. Drag the cursor from one corner of the screen to the other, and then let go. It will save the screen as a picture on the desktop.
Press the PrtScn / SysRq key on your keyboard. Open up any image editor, MSPaint for example. Press Ctrl and V at the same time, or paste. Crop it, and you got your photo.

∙ 14y agoIf you have Windows Movie Maker, you can take a 'snapshot' from the video very easily:
> Import the video you wish to take snapshots/pics from into the Time-line view
> Using the green bar in the Viewing pane, drag it frame by frame until you reach a frame you want to take a snapshot/picture from
> Click on Tools, and Take Picture from Preview
> Name the pic file and save it to your desktop (or folder of your choice)
The file is saved as a Picture file (or .jpeg) and can be found in the location you saved it in.
Note:
Take Picture from Preview feature is NOT AVAILABLE in Windows Live Movie Makerversion of the program.
