Jirachi is an event Pokémon; it can only be received by attending a Nintendo distribution or by transferring via Pokémon Bank.
It is still possible to receive Jirachi through Pokémon Channel (certain European copies only!) or Pokémon Colosseum (American Bonus Disk only!) as the events themselves are still on-going and can be redeemed to this day. (Channel requires a certain amount of completion, and it can only be received once per GBA Ruby/Sapphire cartridge.)
