You can't get a PokeFlute in Pokemon G/S/C. However, you can get a Radio Card from the Radio Tower in Lavender Town from a girl at the desk if you can correctly answer a few Pokemon based questions correctly. When you get the card, you will find that one of the stations plays PokeFlute music. It cannot be used in battle, however, you do need it to get past the Snorlax in front of Diglett's Cave.
