you can get it by either buying it off the ge(grand exchange), killing creatures that drop uncut rubies, or getting an uncut ruby from somebody and cut the ruby. you need crafting level 34 to cut rubies

you would use telekinectic grab which is a spell used by the skill of magic to get the items down there but it is in fact not possible to reach the ruby ring using that spell AND THERE IS NO POSSIBLE WAY TO GET IT OR TO GET A KEY AND GO IN THERE THE ONLY WAY U CAN GET ITEMS IS BY TELEKINECTIC GRAB EXCEPT FOR RUBY RING.

To cut gems on runescape you must have a chisel, and use the chisel on the gem. also, you need the required craftig level to cut the gem. hope that helps =]
