First you need a seal case from a boy who lives in solaceon town.(first you gotta find him in the ruins). Then go to sunnyshore city and go to the market. The merchant in the top left will sell you seals that are different each time. To apply seals to your pokeballs go to anywhere with a pc. Pick the option with your name in it. Pick ball capsules, Then you pick one of the blue capsules, touch and drag the seals on the left to your capusle. Experiment. Then pick the option set and you can put it on your pokemon. Pokemon cannot be sent to a PC or traded unless you unset the capsules.
