Get a Bagon in the Safari Zone. From there, evolve it into Shelgon and then Salamence.
Not really. Bagon is a slightly uncommon Pokemon to find in the wild (similar to Larvitar), and Shelgon just evolves from Bagon. Its not that hard to get. Shelgon is only rare in the Safari Zone of HeartGold/SoulSilver.
You can't catch a Salamence straight away. First you need a Bagon or a Shelgon from the safari Zone, then train it.
In the Safari Zone you have to have 19 peak objects and 9 plains objects in the swamp and then you have to wait 110 days to get a bagon. For a shelgon you have to have 21 peak objects in the wetlands for 70 days or more.
To get a Salamence on SoulSilver, you need to catch a Bagon or Shelgon in the Safari Zone. You can catch Bagon in the Swamp area of the Safari Zone, or Shelgon in the Wetland area. Bagon will be level 45 when you catch him, and Shelgon will be level 46. Level up Bagon one more time, he will evolve into Shelgon, then level up Shelgon to level 50, and he will evolve into a Salamence.
