You can only get a Shaymin through Mystery Gift or scheating devices such as an AR. When you get Mystery Gift, Prof. Oak will give you the item "Oak's Letter" and a new path will be open in Route 224 (I think, it's just the route past the Pokemon league). The path will be full of flowers and is the longest route in the Sinnoh region (maybe the whole Pokemon world but I'm not sure). At the end of it, there will be a Shaymin.
