You can use Action replay or you can Soft Reset.
Soft Reset means you save right before getting your pokemon, then Press L+R together to restart the game. It may take a while, but you'll eventually get it.
soft reset (L+R+Start+Select). Save before you choose a starter and then wait until the battle initiates til' you soft reset.
