Once you have defeated Captain Crawfish, the Governor will give you the location of the Buried Treasure, and a bone shovel to dig it up.
To get the bone shovel, you have to defeat Captain Crawfish. Return to Fort Ridley and the governor gives you the treasure directions, and a bone shovel to dig with. Go to the small island, Skullduggery, and follow the directions to the treasure.

There is nothing to be found on the hidden island (Skullduggery) until after you beat Captain Crawfish. After you defeat Captain Crawfish, the governor gives you a treasure location and a bone shovel. Sail to the hidden island. You will find the treasure under a mound, six paces right from the pirate flag.
Once you have all 5 map pieces, the new island (Skullduggery) appears near the Pirate Outpost. But there is nothing you can do there until you acquire a Phoenix Warbird and defeat Captain Crawfish in battle. Once that is done, return to the governor in Fort Ridley and he will give you the map to the treasure on Skullduggery, and a shovel to dig it up.

The 6th outlying island is hidden until you collect all 5 map pieces (one from each of the trading islands). It only comes into play after you have driven off Captain Crawfish and have the Treasure Location card from the Governor. Travel to Skullduggery and use the bone shovel to dig at the marked location.
Although you can dock there (during a pirate attack), the island is only used at the end of the game, when you have defeated Captain Crawfish. The Governor will give you the treasure location and a bone shovel, and you can travel to Skullduggery to dig up Fort Ridley's buried treasure.
The Jolly Roger flag is on the top of the mast at the Pirate Outpost. The flag that marks the treasure is in the middle of the hidden island (Skullduggery). When you have chased off Captain Crawfish, you can get the bone shovel and treasure location from the Governor. Go to the island and dig it up.
well after you defeat Captain crawfish you enter skullduggery island. after finding nothing you head back to the main island and talk to the guy in the governor's house, he will give you a treasure map and shovel from there you go bak to skulduggery and meet captain crawfish to whom you defeat.
