It depends on what system you play sims on.
I suggest trying to be romantic with them, like complimeting their appearances.
Once he thinks your flirty, or seems to like it, either have a First Kiss, or Confess Attraction. That's should get them Romantic Interests.
Keep being romantic, and You should get something like "Propose Going Steady" or "Ask Out"
