Well, to get Palkia you have to go to the Safari Zone.
AnswerIgnore the above answer - Palkia is not a Pokemon available in Pokemon FireRed or LeafGreen. If by 'special Pokemon', you mean shiny; then there are no special requirements. A shiny Pokemon is a very rare event, and while some people encounter one well into the game, the truth is you always have a chance of getting one. You can get a shiny Pokemon as soon as you step out of Pallet Town!
As for legendary Pokemon, if that is what you mean, then the only way of getting those would be through trades. With only two badges, you are not far enough into the game to encounter a legendary Pokemon. Wait a bit more until you have at least five badges.
If you mean a Pokemon that has two badges on it, then I have no idea how you can do that. The only things Pokemon can have put on them is ribbons - and those come from Hoenn. To get those, have a Pokemon that has won contests in Hoenn and trade them to FireRed. But you need to have obtained both the Ruby and Sapphire crystals for Celio on One Island.
