I assume you are talking about the spray bottle to awaken Sudowoodo, and in order to do that, you must first beat Whitney, then go up to Sudowoodo from the Goldenrod City side, talk to the girl that is interested in Sudowoodo. She will go back to Goldenrod. Follow her back to her house, which is east of the gym, and talk to her sister or mother or whatever and she will give it to you.
