There are no tanks or military in gta IV. When you get to a six star wanted level (highest possible) than you simply have multiple helicopters, heavy swat vans, and alot of FBI dodge chargers chasing you down. There is probably a mod to get a tank in gta IV though, and if there isn't, I'm sure there will be one soon.
