First, you must catch a Croagunk, which has to be evolved. The Croagunk can be caught on Route 212 - South. It's pretty rare (it only appears ten percent of the time you find a pokémon there), but hang in there and you'll find one. Once you have caught one, level it up to Lv. 37. It will evolve into a Toxicroak.
