You can't actually find Zangoose in the wild in Pokemon Sapphire, you can only find wild Sevipers. What I know you can do is trade a Pokemon for with someone who has Pokemon Ruby. A fair trade would be to trade a Seviper. To trade with other people with Ruby or Sapphire, you need a GBA Trading Cable. Here are some Pokemon sapphire can't get: Latios, Groudon, Mareep, Gligar, Shuckle, Zangoose. Keep in mind this is a short list most kanto Pokemon you can't get in sapphire and johto as well.

Zangoose can be found and captured in Route 114 in Pokemon Omega Ruby. Zangoose can only be obtained by trading for it in Pokemon Alpha Sapphire. Its Capture Rate is 90, so a Quick Ball may easily catch it on the first try or with its HP down to half or less with a Poke Ball.
