with out a hack you need to have gotten one of the three shiny legendary beasts from an event that ended right before the game came out. you were supost to downlode the Pokemon onto soul silver, heart gold, platinum, dimond, or pearl. Then, after the game came out you could transfer the Pokemon onto your black or white version. an event would then be carryed out.
With an action replay code, you can use wild Pokemon modifier.
