If it's the one in the banks, you can't.
However, with level 33 magic you are able to use the spell "telekinetic grab", which will let you grab the items in the vaults. Keep in mind though that the items in the vaults aren't even worth as much as the runes used to cast the spell, so it's sort of pointless to get them.

You can play RuneScape on any Web browser that supports Java. If you have such a browser on the PSP, you can use it and access the RuneScape website.
