It was a special drop on Labor Day 2009 (one of the items available randomly from doing jobs and fights) and subsequently available from the Hard Labor Crates (a chance of getting any of the eight labor day items by spending reward points). It's possible, but unlikely, that it will available in similar ways in the future, such as a reward points sale item or a drop in Labor Day 2010, but it is not currently available.
