It is almost impossible to get all Pokemon in Pokemon leafgreen/firered. Six of the Pokemon on there are next to impossible to catch now(Mew, Celebi, Lugia, Ho-Oh, Jirachi, and Deoxys).You would have had to go to one of the conventions Nintendo had to get the mystery ticket and aurora ticket to find Lugia, Ho-Oh(mystery), and Deoxys(aurora). Celebi was only obtainable by pre-ordering Pokemon Colosseum from Japan and using the bonus disc to get it. Jirachi is rumored to be found in Pokemon ruby(and maybe sapphire) when you go to the spacecenter in Mossdeep City and talk to the guy near the window. When he says rocket 100 is going into space jump aboard and jirachi will eventually battle you. Mew (again, just a rumor) is found in Cerulean Cave in the wild after beating the Elite Four 12 times. The other Pokemon you can just trade to your game using other Pokemon games and a link cable or wireless adapter.
