You'll need to equip collect, and go around different net areas with oilbody, fish, battery, and jungle equipped, to get all the standard chips. Navi chips, obviously can be obtained from Navis, except for Roll chips, which you get from Mayl. Check everywhere you can for a jack-in port, to find net-traders and bugfrag traders. Clean out all the netshops. And, there are some chips (DeltaRayEdge) which require battling in VS. mode to acquire. And that's it.
They do not exist. Although I know they exist in MMBN 3.
Hub style is not available in MMBN 3 White or Blue. There is a Hubbatch program for the NaviCust in Secret Area 3 behind a gigantic monolith (15 battles), which is as close as you'll get. The Hub style is eliminated after MMBN 2.

Supposedly they are about equal, although in MMBN 3 Serenade tells Megaman (after he's been defeated) that he beat Bass (known to Serenade as "Him" and "He"), although it took him several days to vanquish him. But . . . Bass is stronger. No question. That's why he's the FINAL boss in MMBN 3 and not Serenade. Though it can take longer to defeat Serenade, it is easier.
Mr. Famous and his Navi Punk do not inhabit the world of MMBN 3 White, and are instead Blue-exclusive. There is no corresponding Navi in White, although there is, I believe, a character who dispenses information in the same way that Famous does. This is not especially important since the Punk chip is not supposed to be obtainable anyway.

Serenade is in Secret Area 3 behind the door at the top of the gigantic slope. This will not be accessible until Alpha has been defeated and the door will not open unless you have all 200 standard chips, so get crackin'.
You need to go to the Cybermetro in ACDC 1. Follow the yellow (brick?) road into ACDC 3, then turn at the squirrel. Follow the green path into ACDC 1 and get on the metro. Get off at Sci-Lab, go up the stairs, and follow the yellow path to the square. Pretty simple.
Without a doubt. Whether it's to your personal liking I couldn't say, but just about everyone says that MMBN 3 is the best of the Megaman Battlenetwork series. Have fun.
