what you have to do: you have to unlock their caves. you need a wailord and a relicanth to open the caves (you have to put wailord in the first slot of your party and relicanth in the last and if you don't hear doors open from far away when you try to unlock the regi caves then put relicanth in your first party slot and wailord in last. (i think you have to beat the elite four to be able to unlock the regi caves)
where to find wailord and relicanth: i don't think you can find wailords in the wild but you can find wailmers that evolve into wailord at level 40. you can go to lilycove city and using the super rod to find a wailmer outside of the cave where team aqua's hideout was. you can get relicanths in the route 124-126 area underwater (they're pretty hard to find thought).

where the regi caves are located: regirock's cave is in the desert on route 111, regice's cave is near petalburg city (here's a video to show you exactly where):http://www.youtube.com/watch?v=Eq5XAgzD7x4 and registeel's cave is on route 120 (here's a video to show you exactly where): http://www.youtube.com/watch?v=nSmiBSFDcE0 for each cave you have to do something like dig or flash or walk in a circle (the video will show you) for the cave inside of the cave to open. (tip: make sure you save before you battle them becuase if you kill one of them or if you faint from one of them or run, you can never see them again, so if something like that happens just turn off and back on your game and battle them again untill you catch them (that's what i do)
