first you must do all of the story mode, then to unlock the 1st and 2nd hokage you must do ebisu's trivia challenge. then to get Hanabi you must buy the perfume set and expensive perfume set from the merchant, find Hanabi on top of one of the buildings, you may have to exit the center of the village and come back until she's then, give the perfume set to her and go on a date with her. then do you same thing with he expensive perfume set, once you've dated her twice, she becomes unlocked, and after she is unlocked yellow flash, or the 4th hokage (Minato) will be unlocked, and then that should be all the characters
