You talk to the Poketch President often (I think he gives you about five or so), and other people give them to you. Here is a list (this doesn't include the apps that are already included with the poketch):

Notepad: Recieve from Poketch president after first badge

Friendship Checker: Recieve from a brown haired girl in Eterna City's Pokemon Center

Itemfinder: Dawn/Luke on route 207

Berry Finder: Recieve in Soil Shop (Route 208)

Day Care Checker: Man inside Day Care will give it to you after you leave a Pokemon

Pokemon History: Man outside of Pokemon Center in Solaceon Town

Counter: Second Floor of Veilstone Department Store

Analog Clock: Karate man's house in southwest Celestic Town

Marking Map: Poketch President after third badge

Wi-fi searcher: Poketch President after fifth badge

Coin Toss: House on route 213/Valor Lakefront (Rock Climb needed)

Calender: Bring a Serious Pokemon to a man in Sunnyshore

Dot Art: Bring a Naive Pokemon to a man in sunnyshore

Roulette: Bring a Quirky Pokemon to a man in Sunnyshore

Pokeradar Checker: Professor Oak in Pal Park

Kitchen Timer: Show a Snorlax to a Brown-haired girl in Pal Park
