To get all the throw gags on Toontown, it is best to use your throw gags every time you get into a battle. The reason for this is that you'll get more experience points and then be able to more quickly achieve them.

Uber toons can not be considered "Advanced Toons" due to the fact that the are usually under 100 laff, but for example: A toon with 74 laff and all maxxed gag tracks? NO. They don't have the laff points. A toon with 112 laff and maxxed most gag tracks? YES. They have the laff, although not all gags are maxxed.

You can get six of the seven tracks: Toon-Up Trap Lure Sound Throw Squirt Drop (You start off with throw and squirt so it's impossible not to have them.) However, if you get membership, you can get all but one gag in toontown. You can only have a total amount of three gags in toontown without membership.
