To get Johto starters, you have to use Emerald Version. You have to complete your Hoenn Dex (get all 200 pokemon) and you have to choose one of the three. Then (if you want them all) you restart the game and get them all again and choose a different one. sorry it's so hard!

Besides trading or hacking... You must record all of the Hoenn pokedex data (excluding Deoxys and Jirachi) then talk to Prof Birch in Littleroot Town. He will give the option choosing one of the three Johto Starters.
T-R-A-D-E that spells trade (with someone) You need emerald , ruby/sapphire and a link cable. pick one of the three starters in emerald. then pick a starter that you didn't pick in emerald. then trade the starter over to emerald. then pick the starter that you didn't pick at all and trade it over to emerald. now you have all three starters in emerald! hope i helped!
In Pokémon HeartGold, the Hoenn starters (Treecko, Torchic, and Mudkip) can be obtained through a special event called the "Poke Transfer" feature. This feature allows players to transfer Pokémon from their Generation III games (such as Pokémon Ruby, Sapphire, or Emerald) to HeartGold using the Pal Park feature in Generation IV games. Once the Hoenn starters are transferred to HeartGold, players can then trade them to their own game and add them to their team.
It depends on what games you have available. If you also have both Pokemon Ruby and Pokemon Sapphire available, then you can try to complete the Hoenn pokedex. If you complete the Hoenn pokedex in Pokemon Emerald, Professer Birch will give you one of the Kanto starters as a reward. Or, if you have Pokemon Colosseum, you could complete the game, trade one of the evolved forms of the starters into Emerald, and breed it with a Pokemon in the same egg group to get one of the starters. A third possibility is to defeat 100 trainers at Mt Battle in Pokemon Colosseum XD and trade it in to Emerald. -------------------------------------------------------------------------------------------------------- The guy above me is COMPLETELY wrong. There's only ONE WAY to get Kanto starters in Emerald, that is to obviously trade the starters over from LeafGreen and or FireRed. That's the only possible way without cheating. Prof. Birch does NOT give you Kanto starters after completing the Hoenn Pokedex he actually gives you the JOHTO starters (Chikorita, Totodile and Cyndaquil) when you complete the Pokedex. But you hafta catch ALL 200 Hoenn Pokemon in order to obtain them. When you do this, Prof. Birch will call you on your Pokenav and tell you he has a surprise for you in his Lab. There you can choose one of the Johto starters.
emerald has all the Pokemon
Transfer the Pokemon from FireRed or LeafGreen, after you have beaten the Elite Four in it, or you can get some from the expanded area of the Safari Zone and catch some, but not all of the Johto Pokemon. To get one of the three starters, Chikorita, Totodile or Cyndaquil, you have to complete the Hoenn pokedex.
You can get three starters from different areas by completing the game (one at the beginning from johto, and after defeating red one from kanto and one from hoenn) but unless you trade or cheat there is no way to get all three starters from any one area.
