You can in the multiplayer mode, but not in the main story.

The only way you can get a Tails Chao and an Amy Chao in SA2B without Action Replay is by via hacking.
Can you get Amy in sa2b if so how do you get her?
I think you can play as Amy in story mode but you need to use Action Replay. You can play as Amy in 2 player mode, she is already unlocked. To unlock Amy in kart mode you have to successfully complete all of Sonic's stages and missions with the ranking "A". I hope that helps.

sorry, what I meant was you hold the left mouse button on the start menu and drag it to the bottom of the screen
Is sonic adventure 2 battle different from sonic adventure 2?
SA2 is for the Dreamcast, while SA2B is for the GameCube. SA2 has Big cameos in the level, SA2B does not.(SA2B only has cut scene cameos but so does SA2.) SA2B has more 2 player stages than SA2. SA2 allows you to put your chao in the VMU, SA2B allows you to put your chao in the Tiny Chao Garden. SA2B has Chao Karate. some chao world structure is different.(dark garden is TOTALLY different.) There are more.
