You can pick it up from the random items, in the room where you start (the room where the smuggler is). The items are random, so you may have to do a few rounds before you get an air staff. Once you have it, you may want to keep it (use the "bind" option). However, a fire staff is better, since you can make more air runes from each rune essence. Assuming of course that you can use the most powerful spells, that require fire runes.
