Use a Fire Stone on Growlithe. In my personal opinion, if you don't want to spent the money to get the TM for flamethrower from the coin trade in place next to the casino, I would wait till level 49 when Growlithe learns Flamethrower, and the use the Fire Stone, and then when you have an Arcanine it will learn Extremespeed also.

There is no Arcanine in Pokemon Platinum. You must find a Growlithe and evolve it with a fire stone. You can find Growlithe in Route 201 and 202 with Pokemon FireRed in your GBA slot.
You can't capture Arcanine in Leafgreen. You will need a Growlithe from Firered first then use a Fire Stone on Growlithe to make it evolve to Arcanine.

In Pokemon Platinum, you can't catch an Arcanine, but you can catch a Growlithe and evolve it into an Arcanine. To catch a Growlithe, you have you use dual-slot mode with FireRed in the second slot and then you should have an 8% chance of catching a Growlithe on Routes 201 and 202 in Platinum.
put firered in the gameboy slot and go to route 201. Go through the tall grass until you find a growlithe. Capture it. then evolve it into arcanine.

Arcanine is not a legendary Pokemon because legendary Pokemon can't be breeded and arcanine can.
In regards to PKMN Platinum, Arcanine cannot be found in the wild. Growlithe, however, can be found on Route 201 and Route 202 when PKMN FireRed version is inserted in the GBA slot.
In Pokémon Sapphire, you cannot catch Arcanine directly, as it is not available in the game. However, you can obtain Arcanine by trading with someone who has Pokémon FireRed or LeafGreen, where it can be found. You would need to evolve a Growlithe, which is the pre-evolution of Arcanine, using a Fire Stone. After trading or evolving, you can then have Arcanine in your Pokémon Sapphire game.
