All you have to do is pass riding level 3.

After you have 10 days of seniority on howrse (you have logged in 10 different times on 10 different daysa) then you can make an equestrian centre. Go to the tab my equestrian centre and cllck office. You will be guided from there.
You don't. Though you can make an Equestrian center (if that's what you're

talking about). First you must have 20 days of senority. Then go to the

equestrian center office and click on make my equestrian center! After that, buy

boxes (i reccommend about 6-8 to start out with). Buy a medium field and a

small field. Place the medium one in pasture for the horses and the other can be

used for growing crops. Don't worry about races until you get up your prestige.

Place jobs offers out and hope that someone will apply. If not, just hire a

temporary employee. (They are much more expensive though) Don't buy too

much, or your center will run out of money quickly! To change the rate per day,

go to office and click on boarding. The first thing you see should be *The Price of

Boarding and Lodging*. There you can change the rate! Hope this helps!
