You can get some in trainer rooms and the adoption center. For the starters you will have to trade in the trading rooms because the only way to get those was to start playing Pokemon indigo after the black and white Pokemon were released into the game and choose one as your starter.
It really doesnt matter until Pokemon indigo starts working again though.

You just cant. Pokémon indigo didnt upgrade the system. BUT, you can get Black and White pokémon at ANOTHER game called Pokémon DELUGE. For example, i hava a Tsutaaja! Yes but now you CAN get Pokemon black and white on Pokemon indigo because I already caught one and my friend caught two.

There is no Indigo. There's the Indigo League in Kanto, where Victini is unobtainable, but that's all I can imagine. Victini, as of right now, is only obtainable in Pokemon Black Version and Pokemon White Version.
