Well Arkeus is an event Pokemon so the man at the pokemart will give you a somthing Flute. then go to the sphear pillar (where you encounter Dialga or Palkia( depending if you have diamond or pearl)) take 1 step in then it will ask you if you want to blow into it click yes wait a few seconds and stairs will apear walk up the stairs and you will find Arkeus!
