Well you breed 2 pikachu with one holding a light ball or breed a pikachu and a ditto with pikachu holding the light ball, the pikachu can know thunderbolt but if not teach the offspring it by a tm, the offspring will know volt tackle, use the thunderbolt tm unless the offspring knows it but if it evolves after lv 26 you need one heart scale of if the offspring doesn't know thunderbolt and you don't have a tm you need 2 heart scales. Go to the tutor house in blackthorn city and use the heart scale to learn quick attack and thunderbolt but don't forget iron tail or volt tackle, and Ta Da, you have ash's pikachu, but the offspring has to be male. Or in black or white you need to transfer a male pikachu that only knows Iron tail, it has to be lv 1 - 10 then he learns quick attack, electro ball and thunderbolt as it levels up.That is my advice
