Underneath the coils. Remove the plastic head cover, Lossen all the coil pack bolts and fasteners, remove the coils and you will see the sparkplugs in the holes you just uncovered.

...really? Without sparkplugs the engine will not be able to start up and run...so to answer your question yes the 2005 Dodge Dakota has sparkplugs.
Sparkplugs do not truly enhance the preformance of the machine, as they simply arc and provide energy to burn the gas. Normal sparkplugs will do you with no change in milage.
