In the first part of WolfQuest, Amethyst Mountains, you must complete the guidelines to find a mate.
-First you need to visit all three territories and have an interaction with one wolf in each territory
-Then, you have to look for a Dispersal wolf in the opposite gender as your wolf, also on either of the three territories.
-To make them your mate you must get 5 hearts.
Then you come to the second part of WolfQuest, Slaught Creek, and you choose one of the three (four, if you have enough experience) dens. You must then mark your territory enough, and then you get pups automatically.
You can't until the next wolfquest comes out in late 2009
Yes you can after you find a mate and a den and you finish marking your territory you should have four pups. I hope I helped! :)
