You must have had some relationship with him before his moved to another school because you used the words 'how do you get back a person.' This means you at least were friends before he moved.
Never live your life with 'what if's' or 'I should have's.' If you care for him enough take the risk and give him a call. You could phone, ask how he is doing at the other school and would he like to meet with you to talk over old times. This way if he should have a girlfriend or doesn't feel the same about you then you still have your dignity left.
