To get better at the firefighting career you have to learn athletic and handyness and go to emergancies. If you type in "testingcheatsenabled true" without the speach marks you can then spawn jobs on any lot using shift+click. You can also shift-drag the current progress bar in the career panel to instantly gain levels in the career.
To get better at fighting the fires: make sure your sim is brave/daredevil sim with athletic sim and upgrade your fire-extinguisher by clicking on your sim if your handyness is high enough and you are at a high enough level in the career.
