One way is through the B.& E. (Breaking and Entering) jobs. The more weapons you find, the better Grove Street shoots. Or, you have to use modes, and download better weapons. The are a few different programs for this and much much more. You could even change player characters, or gang colors, add buildings or whole new areas to the map, and create your own missions, etc. Truly one of the most fascinating games of all times.
