To get Blaziken, you have to get to the Kanto region first, and to do that you have to beat all eight Johto gyms and the Pokemon League.
Once that's finished and you made your way to Saffron City, go into the Silph Co. building. There will be a fabulous lad there, his name is Steven Stone. Go up to Steven and talk to him and he'll offer you a snazzy Hoenn starter Pokemon. (Treecko, Torchic, or Mudkip.) Pick Torchic, evolve it into a Combusken, and then again into a Blaziken.
