Just like pokemon you find during the stages bosses can be recruited and the rate of recruiting is generally lower than the regular pokemon. A simpler way to get a boss pokemon (in example Ivysaur) recruit five Bulbasaur then release each at the release point and you will get an Ivysaur ticket. This doesn't work with all pokemon like Aerodactyl for instance in that case an easier way to get that is by using P at the recruit point.
