HG/SS: The Lati that comes with your game (Latias for HG; Latios for SS) canbe obtained after being found roaming Kanto. You must have talked to Steven after getting the national PokeDex and exiting the Pokemon Fan Club. The other Lati will be found in Pewter City after showing Steven the event-received Enigma Stone, which is revealed to be the Soul Dew item.
R/S/E: You'll need the eon ticket which i think you can get at the events in toy shops. Then take the ferry to southern island and eureaka, the opposite lati to your game will appear.
