Chikorita learns SolarBeam at level 50 in Gold, Silver, Crystal, Ruby, Sapphire, and Emerald. But Chikorita learns SolarBeam at level 45 in Diamond, Pearl, and Platinum.
You cant.You can only get Pokemon from Sapphire ,Ruby,and leafgreen for that.

In the Hoenn Region, not only in Sapphire, you get those three Johto starters by getting a Hoenn Pokedex of 202. When you do, Professor Birch will call you with a Pokenav and you can choose either Cyndaquil (who I chose), Chikorita, or Totodile.

to get chickorita you have to have Pokemon emerald and get all 202 Pokemon then the professer will give you chikorita cidiquil or todidial then you trade,or you can just use a gameshark or action replay. (other person) I don't think so. You can't get Chikorita in Sapphire and Ruby, except if you use gamesharks.

You need to migrate it from Ruby/Sapphire/Emerald. First off, you'll need to do a different game: In Emerald, complete your Hoenn dex and you'll be given the option of receiving chikorita, cyndiquil and tododile. Choose chikorita, and ta-da! the only Pokemon that can learn vine whip by any method in generation three are the bulbasaur family, the bellsprout family, tangela, and the chikorita family, none of which are availble in Sapphire
If you talk to the Pokemon Professor you should get a 2nd Gen. starter.(Chikorita, Totodile, or Cyndaquil.)
