You can't.
You can only take photographs in black and white. It's sucks, doesn't it? ^-^
Zeldafan 99: You CAN take color pictographs. Otherwise there would be no way to help with the Anton&Linda sidequest, no way to help Kamo (the depressed dude who sits on the stairs on windfall island), and therefore no way to get all 20 heart containers. Nintendo would make sure it is possible to complete the game 100% before sending it out.
And even if those two sidequests were not available, then explain why Second Quest has the Deluxe Picto Box in your inventory automatically.
This is how you do it
Required: at least 1 empty bottle, access to Forest Haven, black-and white pictograph.
Go to Forest Haven and enter the chamber that the Deku Tree lives in. You should see several glowing balls around the ground, which are Forest Fireflies. Swing your bottle towards them until one is captured. Link will hold up the bottle although capturing fireflies is not very special, even if it's a FOREST firefly. Return to Lenzo, show him the bottle (but don't release it, or you have to capture it again) and he will take that and your picto box and turn it into the Deluxe Picto Box.

In order to take colour pictures in the Wind Waker, you will have to get the Deluxe Picto Box. However, to get it will depend on which version you are playing.
For the original GameCube version, you will have to talk to the cameraman to complete his three quests to become his apprentice. Then, you will then have to sail to Forest Haven to capture a forest firefly with an empty bottle and bring it back to Windfall Island to upgrade the camera.
In the HD version, you will obtain the colour camera right after you complete the three quests..
After getting the Picto Box from Lenzo at Windfall Island speak to him to go on three special missions. He will ask you to take three pictures: One of a letter, Two of a scared man, three of a love. After completing these missions he will mention a special firefly that will upgrade the Picto Box. Go to Forest Haven and look around where the Deku Tree is for a glowing firefly, capture it in a bottle and then show it to Lenzo at Windfall. He will upgrade your Picto Box to the Deluxe Picto Box. With this upgrade you can take color photo's instead of black and white ones.
You would have to do the whole quest.
