Usually when you finish the random event it will say now with the new updates that you have a point. So go to the clothes shop at Varrok and left click on old lady in the cloths shop and it will say something like collect item and it will come up with a bunch of random event clothes and it depend what random event you do. If you do the mime you get a mime point and get to choose a mime piece etc.
