well it all depends... you usually get your curves when you get your period. but i got some curves when i was 13 and that was before my period. to answer your question i guess yes but you shouldn't expect to have like an hour glass body by 13 (yet some people do get lucky) but you will get all your curves and your full body but like 17 if not 16:)
