∙ 13y agoYou need the Member Card, in Canalave City, A sailor will then take you to Fullmoon island where he can be caught. Unfortunately, the member card can only be obtained through Nintendo Events, or cheating. He is only available in Pokemon Diamond Pearl and Platinum he will be at level 40 or 50, depending on the game etc. He is also available through giveaway events, at Toys R Us etc.
