You can get Deoxys in a few ways:

1: Use Action Replay and hack your game to get it

2: Have a very nice friend let you borrow his/her Deoxys via trade

3: Same as number 2 but use an Action Replay code that lets you breed a Ditto with any Pokemon, especially with Legendaries
