I assume you mean the Doom Weapons, these can be gotten from the Mysterious Stranger who can be seen at evening (Sleep Till Evening in the Inn in Falconreach) once you've exited Falconreach head upwards, there is the Mysterious Stranger. He will sell you them but at a hefty price, 28000 Gold. You will see only Lv 8 weapons, but these can be upgraded to Lv 40.
