When you get National Dex from seeing all the Pokemon in the Hoenn Dex (despite Deoxys and Jirachi) go to Meteorite Falls. There should be a giant waterfall deep inside the cave. Behind the waterfall is a small area where you can get Lapras and Dratini. You can also try fishing around the waterfall with a Super Rod.
